CIAA reaction to the Commission's legislative proposals to reform the
common agricultural policy

Introduction

In the legislative proposals adopted on 22nd January 2003, the Commission generally confirmed the main orientations provided in the Communication of July 2002. In view of improving the competitiveness of the food and drink industry, CIAA supported the realistic approach of the Commission, because industry considered it would meet the balance in EU markets and international deadlines.



CIAA confirmed its broad agreement with the principle of further decoupling support from production in order to allow for the progressive opening of the CAP to market forces. CIAA also recalled that the competitiveness of agricultural raw materials was a main objective, parallel to maintaining the different production sectors which make up the processing companies' environment. CIAA expressed doubt as to the adequacy of transfers to the second pillar given the ambitions to reinforce rural development, and believes that more significant means should be given to reach the objectives of sustainable development.



The Commission now asks the Council and the European Parliament to take a stance on this reform. Within this context, CIAA wishes to make its position on the different aspects of the legislative proposals clear.
